California Department of Justice Background Check
The California Department of Justice offers an automated criminal-record background-check service. Applicant fingerprint must be submitted electronically via Live Scan fingerprinting.

Live Scan is inkless electronic fingerprinting. It enables electronic transmission of the subject’s fingerprints to the Department of Justice (DOJ) for criminal background checks. County Record of Arrest and Prosecution – Rap Sheet
A Record of Arrest and Prosecution (RAP sheet) obtained from a county law enforcement agency or police station contains the subject’s criminal history only in the country where it is obtained. To be eligible for apostille or authentication, a mobile notary must meet you at the police station, sheriff’s office, or other government building and witness the person of authority sign your RAP sheet. The fees, procedures, and even law enforcement agencies that handle requests for a RAP sheet vary from county to county in California. In San Francisco, RAP sheet requests are handled by the San Francisco Police Department Identification Bureau at the Hall of Justice Building at 850 Bryant Street, Room 435. Requests in Alameda County are handled by the Sheriff’s Department located at 15001 Foothill Boulevard in San Leandro.
California Background Check Apostille and Authentication Checklist

#1: Verify that your background check is eligible for apostille

#2: Determine whether you need an apostille or authentication
To check whether the destination country (the country where the document requires legal standing) has adopted the Hague Convention apostille process, click on the following text: List of Hague Convention Competent Authorities.
If the destination country is a Hague Convention competent authority, your document is eligible for an apostille. If the destination country is not a Hague Convention member, your document will require authentication by the California Secretary of State and consulate authentication.
